Global Prison Trends 2016

Improving conditions in prisons is key to both improving outcomes for prisoners and creating safer communities. In December 2015, the United Nations General Assembly unanimously adopted the Nelson Mandela Rules – a revised set of international minimum standards on the treatment of prisoners. The new standards have been strengthened in several respects,including by the inclusion of an absolute prohibition on torture and ill-treatment of prisoners, much more specific provisions on solitary confinement, and a commitment to provide all prisoners with the same standard of health care available in the community.
